Prime coat on granular base: rates, blinding sand, and when it is skipped

A prime coat that sits on top of the base instead of soaking into it has done nothing.

What it is actually doing

A tack coat sits on the surface. A prime coat is supposed to go into it. On an unbound granular base it does four things:

Judging penetration: the knife test

This is the test that tells you whether the prime worked, and it takes two minutes.

Wait 24 hours. Pick three to five points across the sprayed width. Cut a small pocket, roughly 50 × 50 mm, with a chisel or a pocket knife, prise up the crust and measure the depth of the dark, oil-stained aggregate with a steel rule.

What it looks like the next morning

A good prime is uniform matte black or dark charcoal, right across the width, with no bare streaks and no shiny pools. The surface is firm and tight, the loose fines are bound into a crust, a paper towel comes away clean, and a light vehicle leaves no tracking or tyre impressions.

Under-applied looks streaky, light brown or grey with raw aggregate showing. Dust still sits loose on top. The knife test shows under 3 mm and the skin flakes.

Over-applied or uncured looks glossy and mirror-like, with black pools standing in the low spots. The surface is soft and oily, a paper towel comes away wet, and truck tyres lift patches of primed base and sling them onto whatever is nearby.

Blinding sand

Sand is a corrective measure, not a routine step. Use it when prime has failed to penetrate and left sticky pools after 24 hours, when construction traffic has to cross before the prime has cured, or to protect a fresh prime if rain arrives unexpectedly.

Then the rule that gets skipped: sweep the loose sand off before paving. A mechanical broom, and air if you have it. Loose sand trapped under hot asphalt is a shear plane, and it will produce exactly the debonding and slippage the prime was meant to prevent.

Skip the sand where it was needed and the trucks will tear the top 5 to 15 mm of primed base off the road, track bitumen across finished pavement and public roads, and leave you ravelling and soft spots before paving has even started.

Curing: specification against practice

Cutback primes (MC-30, MC-70) need 24 to 48 hours in warm dry conditions. Emulsion primes need 24 to 36 depending on humidity and air movement. But elapsed time is not the acceptance criterion — full evaporation of the solvent or water is.

What tends to happen instead, and it is worth being honest about it:

Pave over an uncured prime and the 145 °C to 165 °C mix flashes the trapped solvent or moisture into vapour under the mat. You get blistering, stripping at the bottom of the new layer, and an oily lubricated interface instead of an adhesive one.

Four failures I have seen

Skinning over a dusty base. MC-30 sprayed on a dried-out base that was never swept. The prime sat on the dust film — under 1 mm penetration on the knife test — and the first trucks peeled it off in sheets. The section was rejected: scarify 25 mm, re-grade, re-compact, broom and air-blow, re-prime.

Paving 8 hours after MC-30 because rain was forecast. The surface still smelled of kerosene. Blisters and soft spots appeared within hours of rolling; cores two days later showed stripping and total debonding. About 120 m of asphalt was milled out and scrapped, the base re-primed, and 48 hours allowed before re-paving.

Priming a wet base. Sprayed straight after compaction with base moisture still above optimum. Water was already filling the pores, so the prime had nowhere to go and pooled. It was still sticky after 36 hours. Blinded with sand, absorbed, then swept clean.

Traffic on an uncured prime. Fast trucks turning sharply carved bare tracks through the crust and threw oily gravel onto the kerbs. Access was closed, the wheel tracks cleaned and hand-wand re-sprayed, then left to cure.

When prime is legitimately left out

There are real cases where omitting it is correct:

What is not acceptable is dropping the prime over a normal crushed aggregate base to save a day. Hot mix laid on unprimed dusty stone cannot bond, water drains straight into the base through any surface crack, and the loose dust sucks binder out of the bottom of the mat. If prime is to be omitted, it should be an engineering decision on record, not a site shortcut.
